Black bean Chili with rice

Ingredients
  1. 1 pound lean ground beef
  2. 3 cups cooked black beans
  3. 1 cup diced green bell pepper
  4. 1 cup chopped onions
  5. 1 cup diced carrots
  6. 1 tablespoon chili powder
  7. 2 garlic cloves, minced
  8. 2 bay leaves
  9. 1/2 teaspoon ground red pepper
  10. 3 cups vegetable or tomato juice
  11. 4 cups hot cooked rice
Instructions
  1. Cook beef in 2-3 quart sauce pan over medium heat, stirring to crumble.
  2. Add all ingredients except rice. Bring to boil; simmer uncovered 20-25 minutes. Remove bay leaves.
  3. Serve over hot rice with chips on side.
